Abstract
The aim of this research is to find factors that cause suboptimal student learning outcomes in elementary schools. The research used a qualitative approach with the type of phenomenological research. The data collection technique is observation using direct observation (without tools), there are symptoms encountered (investigator), the interview used is a structured interview where the researcher prepares instruments to be asked of the principal, teachers and employees, and documentation. that will be used in this research are photos of school activities and several student grades. Data validity test, source triangulation and method angulation. The results of the research show that several factors cause student learning outcomes to not be optimal, namely (1) not understanding the conditions and characteristics of students in the class, so teachers choose learning models that are not suitable for students in the class. class; (2) the low ability of teachers to develop learning media as an alternative for students to study in class because they see school conditions and students who feel that it is not possible to use interactive learning media.
