Peer Review Process

Peer Review Process

All manuscripts submitted to this journal must follow Focus and Scope and Author Guidelines of this journal. The submitted manuscripts must fulfil scientific merit or novelty appropriate to the focus and scope of this journal and the article must not have been published or submitted for publication elsewhere.

All submitted manuscripts must be free from plagiarism contents. All authors are suggested to use plagiarism detection softaware to do the similarity checking (please use Turnitin or iThenticate to check the similarity). Editors will also check the similarity of manuscripts in this journal by using a Turnitin software.

The submitted manuscripts to this journal will be peer-reviewed at least 2 (two) or more expert reviewers from Peer-Reviewers Team. The reviewers give scientific valuable comments improving the contents of the manuscript. Sometimes (if required) a third peer-reviewer is needed to give critical comments to the submitted manuscript. The review process used in this journal is blind review system.

Final decision of manuscript acceptance is solely made by Editor in Chief (together with Editorial Board if required for consideration) according to reviewers critical comments. The final decision of manuscript is solely based on the Editor and Editorial Board final review which considering peer-reviewers comments (but not solely by Reviewer).

Publication of accepted articles including the assigning the article to published issue will be made by Editor in Chief by considering sequence of accepted date and geographical distribution of authors as well as thematic issue.

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

Scientific Statement

Jurnal Ilmu Informasi Perpustakaan dan Kearsipan is a journal of Information Science, Library and Archival published by the Information Science, Library and Archival Study Program of Language and art faculty, State University of Padang, and this journal is scientific. Some evidence is seen from aspects of the published article which are derived from the results of research on library management, library professionals, information literacy, information retrieval, information behavior, and other associated fields of studies. The journal covers all issues in librarianship and information studies. The coverage of the discussion in librarianship may be viewed from various perspectives of disciplines. The process of receiving articles is carried out with peer reviewers by experts in their fields and a plagiarism test is carried out through Turnitin applications and the like. Thus, articles published are protected from plagiarism. Info Bibliotheca is intended to be published twice a year in June and December

Journal History

Jurnal Ilmu Informasi Perpustakaan dan Kearsipan is a journal of Information Science, Library and Archival (E-ISSN 2302-3511) is an National journal devoted to the publication of original papers published by the Information Science, Library and Archival Study Program at the Faculty of Language and Arts, Universitas Negeri Padang. It is a peer-reviewed and open-access journal of information literacy, information retrieval, information behavior, library management, library professionals, and other associated fields of studies.Jurnal Informasi Perpustakaan dan Kearsipan accepts manuscript in English, and Indonesian. It began its publication in 2012. This journal is published twice a year, in June and December in the online version.

There have been several changes made to improve the quality of this journal, including:

  • since volume 8 issue 2 year published 2020, Jurnal Ilmu Informasi Perpustakaan dan Kearsipan no longer use the alphabetical naming system.
  • since volume 8 issue 2, published year 2020, Jurnal Ilmu Informasi Perpustakaan dan Kearsipan has returned the publication frequency to its original, which is two times in one volume.
  • starting from volume 8 issue 2 year published 2020, Jurnal Ilmu Informasi Perpustakaan dan Kearsipan has changed the template and cover as it is today.
  • starting from volume 8 issue 2 year published 2020, Jurnal Ilmu Informasi Perpustakaan dan Kearsipan has received manuscripts from outside Universitas Negeri Padang.
  • starting from volume 8 Issue 2 of 2020, all manuscripts published in the Jurnal Ilmu Informasi Perpustakaan dan Kearsipan have been accredited by SINTA 6.

 

 

Publication Ethic

Publication Ethic

Jurnal Ilmu Informasi Perpustakaan dan Kearsipan is dedicated to following best practices on ethical matters, errors and retractions. The prevention of publication malpractice is one of the important responsibilities of the editorial board. Any kind of unethical behavior is not acceptable, and Jurnal Ilmu Informasi Perpustakaan dan Kearsipan does not tolerate plagiarism in any form. Authors submitting articles to this journal affirm that manuscript contents are original.

This statement clarifies ethical behaviour of all parties involved in the act of publishing an article in our journals, including the authors, the editors, the peer-reviewers and the publisher Universitas Negeri Padang. This statement is based on COPE’s Code of Conduct and Best Practice Guidelines for Journal Editors

The following duties outlined for editors, authors, and reviewers are based on the Committee of Publication Ethics (COPE) and covers Code of Conduct for Authors, Reviewers, Editors. Editor In Chief & Managing Editors, Editorial Boards and Publisher will also adhere to the Jurnal Ilmu Informasi Perpustakaan dan Kearsipan submission guideline policies.

Duties of the Authors

  1. Authors should present an accurate account of their original research as well as an objective discussion of its significance. Manuscripts will follow the submission guidelines of the journal.
  2. Have the responsibility of ensuring only new and original work is submitted.
  3. Authors must not submit the same manuscript to more than one journal concurrently. It is also expected that the author will not publish redundant manuscripts or manuscripts describing the same research in more than one journal.
  4. Must not submit any articles that are being reviewed or considered by this journal to other journals simultaneously.
  5. Authors should acknowledge all sources of data used in the research and cite publications that have been influential in the research work.
  6. Authorship should be limited to those who have made a significant contribution to conception, design, execution or interpretation of the reported study. Others who have made significant contribution must be listed as co-authors. Authors also ensure that all the authors have seen and agreed to the submitted version of the manuscript and their inclusion of names as co-authors.
  7. Authors should provide raw data related to their manuscript for editorial review and must retain such data.
  8. If at any point of time, the author(s) discovers a significant error or inaccuracy in submitted manuscript, then the error or inaccuracy must be reported to the editor.
  9. Are only allowed to publish their work elsewhere after receiving a formal rejection from the journal or if their request to withdraw their work is officially accepted by the journal.
  10. Should make significant contributions and be held accountable for any shortcoming in their work.

 Duties of the Reviewers

  1. Information regarding manuscripts submitted by authors should be kept confidential and be treated as privileged information.
  2. Can refuse to review any submission due to a conflict of interest or inadequate knowledge.
  3. Manuscript reviewers must ensure that authors have acknowledged all sources of data used in the research. Any kind of ethical misconduct, similarity, or overlap between the manuscripts under consideration or with any other published paper of which reviewer has personal knowledge must be immediately brought to the editor's notice.
  4. Review of submitted manuscripts must be done objectively, fairly, and the reviewers should express their views clearly and professionally with supporting arguments.
  5. Must disclose any competing interest before agreeing to review a submission.
  6. In the event that a reviewer feels it is not possible for him/her to complete review of manuscript within stipulated time then this information must be communicated to the editor, so that the manuscript could be sent to another reviewer.
  7. Should ensure the originality of a submission and be alert to any plagiarism and redundant publication.
  8. Must not discuss the content of the submission without permission.
  9. Adhere to the time allocated for the review process. Requests for extension to review the submission is at the discretion of the Editor-in-Chief.

 Duties of the Editors

  1. Based on the review report of the editorial review board, the editor can accept, reject, or request modifications to the manuscript.
  2. Each editor must ensure that each manuscript is initially evaluated by the editor for originality, making use of appropriate software to do so. Following desk review, the manuscript is forwarded blind peer review to the editorial review board who will make a recommendation to accept, reject, or modify the manuscript.
  3. The editor must ensure that each manuscript received by this journal is reviewed for its intellectual content without regard to sex, gender, race, religion, citizenship, etc. of the authors.
  4. The editor must ensure that information regarding manuscripts submitted by the authors is kept confidential.
  5. The editor will not use unpublished materials disclosed in a submitted manuscript for his/her own research without written consent of the author.

 Duties of the Editorial Board Members

  1. Actively contribute to the development and the greater good of the journal.
  2. Act as ambassadors for the journal.
  3. Continuously support and promote the journal.
  4. Review any work assigned to them.

 Duties of the Editor-in-Chief & Managing Editors

  1. Evaluate manuscripts fairly and solely on their intellectual merit.
  2. Ensure confidentiality of manuscripts and not disclose any information regarding manuscripts to anyone other than the people involved in the publishing process.
  3. Has the responsibility to decide when and which articles are to be published.
  4. Actively seek the views of board members, reviewers and authors on how to improve/ increase the image and visibility of the journal.
  5. Give clear instructions to potential contributors on the submission process and what is expected of the authors.
  6. Ensure appropriate reviewers are selected/ identified for the reviewing process.

Duties of the Publisher

Handling of unethical publishing behavior

In cases of alleged or proven scientific misconduct, fraudulent publication or plagiarism, the publisher, in close collaboration with the editors, will take all appropriate measures to clarify the situation and to amend the article in question. This includes the prompt publication of an erratum, clarification or, in the most severe case, the retraction of the affected work.  The publisher, together with the editors, shall take reasonable steps to identify and prevent the publication of papers where research misconduct has occurred, and under no circumstances encourage such misconduct or knowingly allow such misconduct to take place.

Plagiarism Policy

JURNAL ILMU INFORMASI PERPUSTAKAAN DAN KEARSIPAN Editorial board recognizes that plagiarism is not acceptable and therefore establishes the following policy stating specific actions (penalties) when plagiarism is identified in an article that is submitted for publication in JURNAL ILMU INFORMASI PERPUSTAKAAN DAN KEARSIPAN .

Definition:

Plagiarism involves the "use or close imitation of the language and thoughts of another author and the representation of them as one's own original work."

Policy:

Papers must be original, unpublished, and not pending publication elsewhere. Any material taken verbatim from another source needs to be clearly identified as different from the present original text by (1) indentation, (2) use of quotation marks, and (3) identification of the source.

Any text of an amount exceeding fair use standards (herein defined as more than two or three sentences or the equivalent thereof) or any graphic material reproduced from another source requires permission from the copyright holder and, if feasible, the original author(s) and also requires identification of the source; e.g., previous publication.

When plagiarism is identified, the Editor in Chief responsible for the review of this paper and will agree on measures according to the extent of plagiarism detected in the paper in agreement with the following guidelines:

Level of Plagiarism

Minor:

A short section of another article is plagiarized without any significant data or idea taken from the other paper

Action: A warning is given to the authors and a request to change the text and properly cite the original article is made

Intermediate: A significant portion of a paper is plagiarized without proper citation to the original paper

Action: The submitted article is rejected and the authors are forbidden to submit further articles for one year

Severe: A significant portion of a paper is plagiarized that involves reproducing original results or ideas presented in another publication

Action: The paper is rejected and the authors are forbidden to submit further articles for five years.

 

It is understood that all authors are responsible for the content of their submitted paper as they all sign the KONSELOR Copyright Transfer Form. If a penalty is imposed for plagiarism, all authors will be subject to the same penalty.

If the second case of plagiarism by the same author(s) is identified, a decision on the measures to be enforced will be made by the Editorial board (Editor-in-Chief, and Editorial members) with the Chair of the Editor in Chief. The author(s) might be forbidden to submit further articles forever.

This policy applies also to material reproduced from another publication by the same author(s). If an author uses text or figures that have previously been published, the corresponding paragraphs or figures should be identified and the previous publication referenced. It is understood that in the case of a review paper or a paper of a tutorial nature much of the material was previously published.

The author should identify the source of the previously published material and obtain permission from the original author and the publisher. If an author submits a manuscript to JURNAL ILMU INFORMASI PERPUSTAKAAN DAN KEARSIPAN with significant overlap with a manuscript submitted to another journal simultaneously, and this overlap is discovered during the review process or after the publications of both papers, the editor of the other journal is notified and the case is treated as a severe plagiarism case. Significant overlap means the use of identical or almost identical figures and identical or slightly modified text for one-half or more of the paper. For self-plagiarism of less than one-half of the paper but more than one tenth of the paper, the case shall be treated as intermediate plagiarism. If self-plagiarism is confined to the methods section, the case shall be considered as minor plagiarism.

If an author uses some of his previously published material to clarify the presentation of new results, the previously published material shall be identified and the difference to the present publication shall be mentioned. Permission to republish must be obtained from the copyright holder. In the case of a manuscript that was originally published in conference proceedings and then is submitted for publication in JURNAL ILMU INFORMASI PERPUSTAKAAN DAN KEARSIPAN either in identical or in expanded form, the authors must identify the name of the conference proceedings and the date of the publication and obtain permission to republish from the copyright holder. The editor may decide not to accept this paper for publication.

However, an author shall be permitted to use material from an unpublished presentation, including visual displays, in a subsequent journal publication. In the case of a publication being submitted, that was originally published in another language, the title, date, and journal of the original publication must be identified by the authors, and the copyright must be obtained. The editor may accept such a translated publication to bring it to the attention of a wider audience. The editor may select a specific paper that had been published (e.g. a “historic” paper) for republication in order to provide a better perspective of a series of papers published in one issue of JURNAL ILMU INFORMASI PERPUSTAKAAN DAN KEARSIPAN . This republication shall be clearly identified as such and the date and journal of the original publication shall be given, and the permission of the author(s) and the publisher shall be obtained.

JURNAL ILMU INFORMASI PERPUSTAKAAN DAN KEARSIPAN layout editor for the Journal is responsible for maintaining the list of authors subjected to penalties and will check that no authors of a submitted paper are on this list. If a banned author is identified, the layout editor will inform the Editor-in-Chief who will take appropriate measures. This policy will be posted on the website with the instructions for submitting a manuscript, and a copy will be sent to the authors with the confirmation email upon initial receipt of their original manuscript. A sentence shall be added to the copyright transfer form to indicate that the author(s) have read the Plagiarism Policy.
