Focus and Scope

The aim of this journal is to publish articles dedicated to the latest outstanding developments in the field of counseling. This journal encompasses the applications of religious counseling, schools counseling, mental health, assessment, supervision in counseling, sexual abuse, violence addition counseling, multi-cultural counseling, crisis intervention, trauma counseling, ITC in counseling, counseling career, spiritual counseling, marriage and family counseling, counseling and psychotherapy, and counseling in all setting. Papers published in quarterly:


(1) evaluation reports and research findings;
(2) conceptual and methodological issues; and/or
(3) implications of the above for action; and/or
(4) an extensive book reviews section and also occasional reports on counseling and educational materials and equipment.

Peer Review Process

All manuscripts submitted to this journal (KONSELOR) must follow Focus and Scope and Author Guidelines of this journal. The submitted manuscripts must fulfil scientific merit or novelty appropriate to the focus and scope of this journal.

All manuscrips submitted to this journal must be written in good English. Authors for whom English is not their native language are encouraged to have their paper checked before submission for grammar and clarity. We recommend that authors have their manuscripts checked by an English language native speaker before final approval of their submission; this will ensure that submissions are judged at peer review exclusively on academic merit. . The work must not have been published or submitted for publication elsewhere.

All submitted manuscripts must be free from plagiarism contents. All authors are suggested to use plagiarism detection softaware to do the similarity checking (please use Turnitin or iThenticate to check the similarity). Editors will also check the similarity of manuscripts in this journal by using a Turnitin software.

The submitted manuscripts to this journal will be peer-reviewed at least 2 (two) or more expert reviewers from Peer-Reviewers Team. The reviewers give scientific valuable comments improving the contents of the manuscript. Sometimes (if required) a third peer-reviewer is needed to give critical comments to the submitted manuscript. The review process used in this journal is blind review system.

Final decision of manuscript acceptance is solely made by Editor in Chief (together with Editorial Board if required for consideration) according to reviewers critical comments. The final decision of manuscript is solely based on the Editor and Editorial Board final review which considering peer-reviewers comments (but not solely by Reviewer).

Publication of accepted articles including the assigning the article to published issue will be made by Editor in Chief by considering sequence of accepted date and geographical distribution of authors as well as thematic issue.

Publication Ethics and Misconducts
KONSELOR is a peer-reviewed journal. This statement clarifies the ethical behavior of all parties involved in the act of publishing an article in this journal as well as allegations of research misconduct, including the author, the chief editor, the Editorial Board, the peer-reviewer,­ and the publisher (Universitas Negeri Padang). This statement is based on COPE's Best Practice Guidelines for Journal Editors.
 
Ethical Guideline for Journal Publication
The publication of an article in a peer-reviewed KONSELOR is an essential building block in the development of a coherent and respected network of knowledge. It is a direct reflection of the quality of the work of the authors and the institutions that support them. Peer-reviewed articles support and embody the scientific method. It is, therefore, important to agree upon standards of expected ethical behavior for all parties involved in the act of publishing: the author, the journal editor, the peer reviewer, the publisher, and the society.  
 
Universitas Negeri Padang as the publisher of KONSELOR takes its duties of guardianship over all stages of publishing extremely seriously, and we recognize our ethical and other responsibilities. We are committed to ensuring that advertising, reprint, or other commercial revenue has no impact or influence on editorial decisions.
 
Allegations of Research Misconduct
Research misconduct means fabrication, falsification, citation manipulation, or plagiarism in producing, performing, or reviewing research and writing the article by authors, or in reporting research results. When authors are found to have been involved with research misconduct or other serious irregularities involving articles that have been published in scientific journals, Editors have a responsibility to ensure the accuracy and integrity of the scientific record.
 
In cases of suspected misconduct, the Editors and Editorial Board will use the best practices of COPE to assist them to resolve the complaint and address the misconduct fairly. This will include an investigation of the allegation by the Editors. A submitted manuscript that is found to contain such misconduct will be rejected. In cases where a published paper is found to contain such misconduct, a retraction can be published and will be linked to the original article.
 
The first step involves determining the validity of the allegation and an assessment of whether the allegation is consistent with the definition of research misconduct. This initial step also involves determining whether the individuals alleging misconduct have relevant conflicts of interest. 
 
If scientific misconduct or the presence of other substantial research irregularities is a possibility, the allegations are shared with the corresponding author, who, on behalf of all of the coauthors, is requested to provide a detailed response. After the response is received and evaluated, additional review and involvement of experts (such as statistical reviewers) may be obtained. For cases in which it is unlikely that misconduct has occurred, clarifications, additional analyses, or both, published as letters to the editor, and often including a correction notice and correction to the published article are sufficient. 
 
Institutions are expected to conduct an appropriate and thorough investigation of allegations of scientific misconduct. Ultimately, authors, journals, and institutions have an important obligation to ensure the accuracy of the scientific record. By responding appropriately to concerns about scientific misconduct, and taking necessary actions based on the evaluation of these concerns, such as corrections, retractions with replacement, and retractions, the KONSELOR journal will continue to fulfill the responsibilities of ensuring the validity and integrity of the scientific record.
 
Publication decisions
The editor of the KONSELOR Journal is responsible for deciding which of the articles submitted to the journal should be published. The validation of the work in question and its importance to researchers and readers must always drive such decisions. The editors may be guided by the policies of the journal's editorial board and constrained by such legal requirements as shall then be in force regarding libel, copyright infringement, and plagiarism. The editors may confer with other editors or reviewers in making this decision.
 
Complaints and Appeals
The KONSELOR journal will have a clear procedure for handling complaints against the journal, Editorial Staff, Editorial Board, or Publisher. The complaints will be clarified to respected personal concerning the case of a complaint. The scope of complaints includes anything related to the journal business process, i.e., editorial process, found citation manipulation, unfair editor/reviewer, peer-review manipulation, etc. The complaint cases will be processed according to COPE guideline.
 
Fair play
An editor at any time evaluates manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.
 
Confidentiality
The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.
 
Disclosure and conflicts of interest
Unpublished materials disclosed in a submitted manuscript must not be used in an editor's research without the express written consent of the author.
 
Duties of Reviewers
Contribution to Editorial Decisions 
Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper.
 
Promptness 
Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.
 
Confidentiality 
Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.
 
Standards of Objectivity 
Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
 
Acknowledgment of Sources 
Reviewers should identify relevant published work that has not been cited by the authors. Any statement that observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.
 
Disclosure and Conflict of Interest 
Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
 
Duties of Authors
Reporting standards 
Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
 
Data Access and Retention 
Authors are asked to provide the raw data in connection with a paper for editorial review, and should be prepared to provide public access to such data, if practicable, and should, in any event, be prepared to retain such data for a reasonable time after publication. Authors are responsible for data reproducibility.
 
Originality and Plagiarism 
The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.
 
Multiple, Redundant, or Concurrent Publication 
An author should not, in general, publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable.
 
Acknowledgment of Sources 
Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work.
 
Authorship and Contributorship of the Article
Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors.
 
Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.
 
The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
 
Disclosure and Conflicts of Interest 
All authors should disclose in their manuscript any financial or other substantive conflicts of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.
 
Fundamental errors in published work 
When an author discovers a significant error or inaccuracy in his/her own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.
 
Ethical Oversight 
If the research work involves chemicals, humans, animals, procedures, or equipment that have any unusual hazards inherent in their use, the author must clearly identify these in the manuscript in order to obey ethical conduct of research using animals and human subjects. If required, Authors must provide legal, ethical clearance from an association or legal organization. 
 
If the research involves confidential data and of business/marketing practices, authors should clearly justify this matter whether the data or information will be hidden securely or not.

Plagiarism Policy

KONSELOR Editorial board recognizes that plagiarism is not acceptable and therefore establishes the following policy stating specific actions (penalties) when plagiarism is identified in an article that is submitted for publication in KONSELOR.

Definition:

Plagiarism involves the "use or close imitation of the language and thoughts of another author and the representation of them as one's own original work."

Policy:

Papers must be original, unpublished, and not pending publication elsewhere. Any material taken verbatim from another source needs to be clearly identified as different from the present original text by (1) indentation, (2) use of quotation marks, and (3) identification of the source.

Any text of an amount exceeding fair use standards (herein defined as more than two or three sentences or the equivalent thereof) or any graphic material reproduced from another source requires permission from the copyright holder and, if feasible, the original author(s) and also requires identification of the source; e.g., previous publication.

When plagiarism is identified, the Editor in Chief responsible for the review of this paper and will agree on measures according to the extent of plagiarism detected in the paper in agreement with the following guidelines:

Level of Plagiarism

Minor:

A short section of another article is plagiarized without any significant data or idea taken from the other paper

Action: A warning is given to the authors and a request to change the text and properly cite the original article is made

Intermediate: A significant portion of a paper is plagiarized without proper citation to the original paper

Action: The submitted article is rejected and the authors are forbidden to submit further articles for one year

Severe: A significant portion of a paper is plagiarized that involves reproducing original results or ideas presented in another publication

Action: The paper is rejected and the authors are forbidden to submit further articles for five years.

 

It is understood that all authors are responsible for the content of their submitted paper as they all sign the KONSELOR Copyright Transfer Form. If a penalty is imposed for plagiarism, all authors will be subject to the same penalty.

If the second case of plagiarism by the same author(s) is identified, a decision on the measures to be enforced will be made by the Editorial board (Editor-in-Chief, and Editorial members) with the Chair of the Editor in Chief. The author(s) might be forbidden to submit further articles forever.

This policy applies also to material reproduced from another publication by the same author(s). If an author uses text or figures that have previously been published, the corresponding paragraphs or figures should be identified and the previous publication referenced. It is understood that in the case of a review paper or a paper of a tutorial nature much of the material was previously published.

The author should identify the source of the previously published material and obtain permission from the original author and the publisher. If an author submits a manuscript to KONSELOR with significant overlap with a manuscript submitted to another journal simultaneously, and this overlap is discovered during the review process or after the publications of both papers, the editor of the other journal is notified and the case is treated as a severe plagiarism case. Significant overlap means the use of identical or almost identical figures and identical or slightly modified text for one-half or more of the paper. For self-plagiarism of less than one-half of the paper but more than one tenth of the paper, the case shall be treated as intermediate plagiarism. If self-plagiarism is confined to the methods section, the case shall be considered as minor plagiarism.

If an author uses some of his previously published material to clarify the presentation of new results, the previously published material shall be identified and the difference to the present publication shall be mentioned. Permission to republish must be obtained from the copyright holder. In the case of a manuscript that was originally published in conference proceedings and then is submitted for publication in KONSELOR either in identical or in expanded form, the authors must identify the name of the conference proceedings and the date of the publication and obtain permission to republish from the copyright holder. The editor may decide not to accept this paper for publication.

However, an author shall be permitted to use material from an unpublished presentation, including visual displays, in a subsequent journal publication. In the case of a publication being submitted, that was originally published in another language, the title, date, and journal of the original publication must be identified by the authors, and the copyright must be obtained. The editor may accept such a translated publication to bring it to the attention of a wider audience. The editor may select a specific paper that had been published (e.g. a “historic” paper) for republication in order to provide a better perspective of a series of papers published in one issue of KONSELOR. This republication shall be clearly identified as such and the date and journal of the original publication shall be given, and the permission of the author(s) and the publisher shall be obtained.

The KONSELOR layout editor for the Journal is responsible for maintaining the list of authors subjected to penalties and will check that no authors of a submitted paper are on this list. If a banned author is identified, the layout editor will inform the Editor-in-Chief who will take appropriate measures. This policy will be posted on the website with the instructions for submitting a manuscript, and a copy will be sent to the authors with the confirmation email upon initial receipt of their original manuscript. A sentence shall be added to the copyright transfer form to indicate that the author(s) have read the Plagiarism Policy.

Digital archiving and preservation policy

KONSELOR is fully committed to the cause of digital preservation of scientific research. The digital content of the Journal is extremely valuable and measures are in place to ensure both its current accessibility and long-term preservation. KONSELOR articles in digital format are archived on A national library Perpustakaan Nasional RI (Perpusnas)-(IOS)  and in the Indonesian Scientific Journal Database (ISJD). In the futureKONSELOR attempt to membership in Portico. Portico is a leading digital preservation service worldwide. The content is preserved as an archival version and is not publicly accessible via Portico, but is provided when required under specific conditions, such as discontinuation of the collection or catastrophic failure of the website. All digital Journal content is stored on a secure server which is backed up frequently. In the event of a problem, the back-up will be restored within 24 hours. Reference Management , Copy Editing and Proofreading

Every article submitted to KONSELOR recomended and/or shall use reference management software.

We suggest all of you using software ENDNOTE, MENDELEY, ZOTERO, or EASYBIB for easily citation. References should be the most recent and pertinent literature available (about 5-10 years ago). Authors must also carefully follow APA6th Publication Manual guidelines for nondiscriminatory language regarding gender, sexual orientation, racial and ethnic identity, disabilities, and age. In addition, the terms counseling, counselor, and client are preferred, rather than their many synonyms.

We provide a concise guideline in using Mendeley as a reference manager.

Copy Editing and Proofreading

Every article accepted by KONSELOR shall be an object to Grammarly® writing-enhancement program conducted by KONSELOR Editorial Board.

Withdrawal of Manuscripts, Retraction and Correction policies

Author is not allowed to withdraw submitted manuscripts, because the withdrawal is waste of valuable resources that editors and referees spent a great deal of time processing submitted manuscript, money and works invested by the publisher.

If author still requests withdrawal of his/her manuscript when the manuscript is still in the peer-reviewing process, author will be punished with paying $85 per manuscript, as withdrawal penalty to the publisher. However, it is unethical to withdraw a submitted manuscript from one journal if accepted by another journal. The withdrawal of manuscript after the manuscript is accepted for publication, author will be punished by paying US$150 per manuscript. Withdrawal of manuscript is only allowed after withdrawal penalty has been fully paid to the Publisher.

If author don't agree to pay the penalty, the author and his/her affiliation will be blacklisted for publication in this journal. Even, his/her previously published articles will be removed from our online system.

Retraction and Correction policies

Universitas Negeri Padang (UNP) takes its responsibility to maintain the integrity and completeness of the scholarly record of our content for all end users very seriously. Changes to articles after they have been published online may only be made under the circumstances outlined below. UNP places great importance on the authority of articles after they have been published and our policy is based on best practice in the academic publishing community. An Erratum is a statement by the authors of the original paper that briefly describes any correction(s) resulting from errors or omissions. Any effects on the conclusions of the paper should be noted. The corrected article is not removed from the online journal, but notice of erratum is given. The Erratum is made freely available to all readers and is linked to the corrected article. A Retraction is a notice that the paper should not be regarded as part of the scientific literature. Retractions are issued if there is clear evidence that the findings are unreliable, this can be as a result of misconduct or honest error; if the findings have previously been published elsewhere without proper referencing, permission or justification; if the work is plagiarized; or if the work reports unethical research. To protect the integrity of the record, the retracted article is not removed from the online journal, but notice of retraction is given, is made freely available to all readers, and is linked to the retracted article. Retractions can be published by the authors when they have discovered substantial scientific errors; in other cases, the Editors or Publisher may conclude that retraction is appropriate. In all cases, the retraction indicates the reason for the action and who is responsible for the decision. If a retraction is made without the unanimous agreement of the authors, that is also noted. In rare and extreme cases involving legal infringement, the Publisher may redact or remove an article. Bibliographic information about the article will be retained to ensure the integrity of the scientific record. A Publisher’s Note notifies readers that an article has been corrected subsequent to publication. It is issued by the Publisher and is used in cases where typographical or production errors (which are the fault of the Publisher) affect the integrity of the article metadata (such as title, author list or byline) or will significantly impact the readers' ability to comprehend the article. The original article is removed and replaced with a corrected version. Publisher’s Notes are freely available to all readers. Minor errors that do not affect the integrity of the metadata or a reader's ability to understand an article and that do not involve a scientific error or omission will be corrected at the discretion of the Publisher. In such a case, the original article is removed and replaced with a corrected version. The date the correction is made is noted on the corrected article. Authors should also be aware that an original article can only be removed and replaced with a corrected version less than one year after the original publication date. Corrections to an article which has a publication date that is older than one year will only be documented by a Publisher’s Note. Journal History

KONSELOR is a peer-reviewed, scientific journal published by Universitas Negeri Padang in collaboration with Indonesian Counselor Association (IKI). The first issue was published on 2007 (prints). Since the first publication, it has changed several times in term of journal management and policy

  • 2007, the first issue was published in print form. The ISSN Print was issued on, 2007
  • KONSELOR has been online since 2012 but without e-ISSN
  • Although KONSELOR has been online since 2012  yet the editorial process was done offline, including submission and review. In the end of 2016, the management agreed to do online editorial process.
  • On Vol. 5, No. 3 September 2016, the ISSN Online was issued by LIPI
  • Since 2017, All articles must be using the new template of KONSELOR
  • In 2017, the journal was registered and indexed to several websites, including Google Scholar, IPI, Sinta etc.
  • On 3 February 2017 Universitas Negeri Padang (UNP)  was a Crossref member and KONSELOR used DOI  prefix 10.24036
  • 13 Jul 2017 KONSELOR was accepted to be indexed by DOAJ
  • In 2018, Vol 7 No 2, the management agreed on new regulations and policies, including All manuscripts must be in English, minimum title and abstract (if body manuscript in Bahasa), and recommended full manuscript in English.
  • In 2019, Vol 8 No 1, the management agreed on new regulation and policy, including All manuscripts must be in English (title, abstract and  full manuscript)
  • Since 2021, the management agreed on new regulations and policy, including optimizing the quality of journal and manuscripts published, the journal reduced issued, KONSELOR published biannually.
