Abstract
Digital transformation in the Society 5.0 era has shifted information and archival management from administrative activities toward strategic practices integrated with digital systems and institutional governance. In organizational and public institutional contexts, records management is no longer carried out exclusively by archivists but increasingly involves non-archivist personnel who directly engage in records creation and management as part of daily work practices. This condition raises challenges related to information and archival literacy amid the limited number of archivists and the growing complexity of digital information systems. This article aims to develop a conceptual understanding of strengthening information and archival literacy among non-archivist personnel as a foundation for sustainable archival governance in the Society 5.0 era. Using a Conceptual Literature Review approach with thematic synthesis of key literature, this study proposes a sustainable information and archival literacy model that explains the interrelation between actor roles, literacy capabilities, and institutional structural contexts in records governance.
