Abstract


Ratifying Kyoto Protocol and actively involved in conducting CDM is very important related to the local and global realities. The developing countries can manage their own countries with their own agenda/programs. These countries treat their CDM as ”the supplement” because CDM is not the only solution for the development  problems. CDM is implemented by the developed and develoving countries, and the developing countries have the role as the hosts. There is an element of sustainable development in CDM that can not be found in other development mechanism. The main issue in CDM is related to the role of the developing countries namely as the host of CDM project. For the developing countries this project is voluntarily held and has the goals to help the developed or industrial countries in reaching the target of reducing the emmision. Since CDM is the mechanism of market based emmision reduction so that by applying this system, the developed countries will invest in the developing countries in various sectors to reach the target of their emmision reduction. So that both sides (developing and developed countries) get the benefit from this project.
