Abstract

The establisment or separation of Riau Islands Province is a new phenomenon in Riau history which causes the some polemics among people. This article tries to reveal the dynamic of public policy making related to that of the establishment of Riau Inlands Province. This effort, in many cases, can provide a description of how the process of territory separation took place in Indonesia. The analisis of this case will be based on “argumentative turn“ perspective
