IMPLEMENTASI KURIKULUM 2013 DI SUMATERA BARAT

Abstrak

Seiring dengan digulirkan pemerintah kurikulum 2013 sejak pertengahan tahun 2013, Kementerian Pendidikan dan Kebudayaan (Kemdikbud) juga mela- kukan melakukan program pengadaan buku, pelatihan kurikulum, pendampingan, dan pelaksanaan pembelajaran kurikulum 2013 di seluruh Indonesia, termasuk di provinsi Sumatera Barat. Telah dilakukan monitoring dan evaluasi (monev) oleh tim monev dari Universitas Negeri Padang yang berjumlah 5 orang, yang dibantu oleh sebanyak 48 orang surveyor sebagai tim pengambil data di lapangan terhadap 3108 responden yang terdiri dari guru, siswa, kepala sekolah dan pengawas untuk satuan pendidikan SD, MP, SMA dan SMK. Monev dilakukan dari bulan Agustus November 2014) pada 6 kabupaten/kota di provinsi sumatera Barat yang dipilih secara acak. Metode monev yang diterapkan adalah metode deskriptif kuantitatif dan kualitatif menggunakan instrumen berupa kuesioner dan di triangulasi dengan teknik observasi dan indepth interview. Monev bertujuan agar teridentifikasinya proses, kendala dan hasil yang diperoleh dari implemen- tasi kurikulum 2013 tersebut, meliputi empat komponen utama yaitu pengadaan buku guru dan buku siswa, pelatihan, pendampingan, dan pembelajaran. Hasil yang diperoleh dari monev menyimpulkan bahwa: a) Kualitas buku menurut persepsi responden pada umumnya berada pada kategori bagus (65 %); b) Proses pelatihan berada pada kategori baik (56,2 %), kejelasan materi yang disajikan berada pada kategori jelas (53,8 %) dan sangat jelas (19,1 %). Tingkat pe- mahaman materi pada kategori paham 68,8 % dan sangat paham 5 %. Sedangkan keyakinan terhadap mengimplementasikan kurikulum berada pada kategori yakin 58,7 % dan sangat yakin 3,70 %; c) Tingkat keefektifan pendampingan pada umumnya yang berada pada kategori cukup efektif dan sangat efektif; d) mengenai kegiatan pembelajaran langkah-langkah pendekatan saintifik telah mulai dilak- sanakan, cuma masih ditemukan kendala pada evaluasi proses, kegiatan menanya, dan konfirmasi materi pelajaran belum berjalan dengan baik dan tuntas.

Abstract

Along with the implementation of Curriculum 2013 by government since the middle of the same year, The Ministry of Education and Culture (Kemdikbud) also conducted the program of books provisioning, curriculum training, mentoring, and the implementation of curriculum 2013 throughout Indonesia including West Sumatera. The monitoring and evaluation (monev) have been done by a team of five people from State University of Padang that was also assisted by 48 surveyors as a team of data collection toward 3108 respondents that consist of teachers, students, headmasters, and supervisors for educational units of primary,

secondary, high and vocational schools. Monev was done from August to November 2014 in regency/city in West Sumatera that was selected randomly. The monev method is quantitative descriptive and qualitative by using questionnaire and triangulation with observation and indepth interview. The purpose of monev is to identify processes, constraints, and the results of the implementation of curriculum 2013 including four main components which are the provision of teachers and students books, training, mentoring and learning. The results of monev are: a) The books’ quality according to respondents’ perception in general is in good category (65%); b) Training processes is in good category (56,2%), the distinctness of materials that was presented is in distinct category (53,8%) and very distinct (19,1%). The level of understanding of the material are understand 68,8% and very understand 5%. Meanwhile, the belief in the implementation of curriculum category of believe is 58,7% and very believe is 3,70%; c) The level of the effectiveness of mentoring in general are in the category of effective and very effective; d) Learning activity of the steps of scientific approach has been implemented, but there were some constraints in the process of evaluation, asking activity, and the confirmation of learning materials which were not going well and thoroughly.
